What is up with the insane lag?

So I assumed this affected everybody. But I heard that some have no lag.
And I am not talking about the bugged DC boon thing (or whatever it is) that freezes the whole game if you are near it.
But fighting normal mobs, alone. Having severe rubberbanding and can barely pull of an encounter in 5 tries.
Saddest part is that there is no maintenance on Thursday, so this is what I got to work with for over a week?
How is the lag for you people?

I downloaded a bandwidth monitor and my upload goes very high during fighting and overall high during nothing.
Basically if I fight a big mob it will nearly max out my upload speed. And the lag is just like that, like I am uploading. But only in the game.
So basically I am sending something to the servers, A LOT of it. No idea what or why.
/netgraph is stuck with the same numbers, it isn't updating.
Gateway is stuck as well, I can log in but it times out on selecting character (Timeout getting character list. Request timed out while waiting for your list of characters. You can retry by clicking the link below.)
Everything else is working perfectly, I can log to other games and play just fine, Steam is OK, I can watch videos on youtube, send mails and all the usual stuff. Only NW is completely borked.
Had now the unpleasant expierence to make that i run to the red dragon, hit him and stuff and immediatly ported back to the blue/lightning dragon then run again to the red one and constantly ported backwards... i was on the red dragon and while i still fighting my guildmates tell me that they have laggs too but now the red dragon is dead while i still fighting against him. (Communication on Teamspeak and yes we were all on the same instance).
The servers are s h i t, the connection is s h i t.
Call a plumber to repair it...

Ping goes from 200-2000+ and I dunno much about the packages, but they go, as seen in my screenshot, into the millions. ^^
Outside of game, all works great.
