Questions about Tenacity and PvP

I have started doing some PvP as master of flame, and I have experienced some situations I do not totally understand but I think it may be around tenacity, because in the stat description it says to reduce damage and control from other players.
1. Some players are apparently almost inmune to crowd control, I guess it is tenacity, if so how can I counter attack it? Which stat increases my control effectiveness?
2. How important is tenacity compared to other stats? At this point my gear is better than the pvp gear i can afford except for the tenacity. Is it worth to start buying the cheapest pvp gear or should I save for the most expensive?
3. Is correct to do pvp by debuffing and controlling? Or should i go into full dps?
4. Is there any good guide for pvp? I found many for pve but none for pvp as master of flame.

    Master of Flame is not viable in PVP.

    Re-Spec to Spellstorm and enjoy melting people with auto-procs and even beat some Rangers via another passive.

    Actually. In this mod there seems to be the most choice ever. All trees from each paragon path can be viable in PvP, I do agree certain builds will be better at clearing in a premade but that doesn't mean there is only one to play. Black Ice gear at this moment is BiS for PvP for CW. Corrupt if you want to go higher dps, Purified for more defensive builds. I personally preferred Purified. When the Drow set is released it will be better imo. Save up your seals of triumph and glory for when Drow gear is released (if it is even going to need this or when its going to be released is still unknown) Tenacity does play a large role in PvP but also has higher diminishing returns then most stats. Most players are immune or seem to be immune to crowd control in part by tenacity but mostly because of deflect, especially with the bug? or intentional changes? to dex giving 1% deflect to all classes (could be intentional as a way for the devs to balance the way deflect works on CC) If you are not oppressor tree with the buff to orb of imposition, control in PVP is VERY tough, better to focus on DPS unless you go oppressor. In another thread I discussed deflect and crowd control, TBH I tested on PTR with 3 legendary artifacts with control bonus, non opprosser build but with orb of imposition and the 5% bonus buff from OH and also the 10% buff from ToD boon. With highest wisdom and corrupt gear (another 150 control bonus) I was still unable to have enough of a freeze on a HR to even get one encounter landed while frozen. So this shows how unless your not oppressor it is very difficult to control with freeze in PvP. It is possible still if your attack that lands the last chill strike is not deflected you will be able to land maybe one encounter. There are not any really good guides to PvP on these forums, or anywhere. Most end game players keep to themselves or their guild and friends. Hope this helps a little.

    Jeffmwillson is right!

    now CC, despite of all the loud you hear about Cw cc chain, it's almost useless at the end game or with same gs level.
    Now I'm still using thaumaturge, since assiliant, with DoT encounter, is still a thing!

    Tena control resist only 20-30% top
    The reason is deflec when deflec duration of stun or prone being cut to half too

    MoF is viable in PvP it's however played differently than spellstorm. Most spellstorm focus on CC freeze and rely on storm spell passive procs, which does work well, however the spellstorm requires the CW to stay LoS with their target, sometimes in the open, sometimes not, it depends on the situation.

    MoF works more as a DoT and dodge build, I myself use arcane and fire, no cold attacks at all. You use one CC dot them up and get out while they melt. Either LoS or max range, you're opponent often doesn't get to retaliate as their HP ticks away. Furious immolation feated is an amazing long range AoE + CC. unlike spellstorm you don't have to get point blank to CC a crowd of players.

    In a Premade one can argue different ways with the two specs, CC is more important than ever with new DC but at the same time the damage output of a CW is nearly unmatched. I would personally play spellstorm for a premade group role but MoF does great in solo que.

    As far as skill layout I'd use Ray of enfeeble in spellmastery since it can be double and triple cast. Harder to do now that the animation is faster but it still works sometimes. Entangle, Fanning the flames and shield. Fanning the flames does more damage as a single target spell strangely and I usually lean to single target specs for PvP. If you still feel too squishy spellmaster shield, The DR it provides is borderline OP.

    For gear Purified Black Ice Chest and Boots with Profound Thurg helm and Arms are what I slot. Grim works fine. Each piece gives a lot of HP and Crit/Armor pen are you primary damage stats in PvP. Power really doesn't do you much good. Armor pen is better well past 2500.

    Tenacity is VERY important for PvP. It works together with Defense and HP to drastically improve your survivability. You want at the very least 800.

    It's important to note there aren't actually many "debuffs" left in the game, things like ray of enfeeble state they debuff but they're actually damage multipliers. The link Ortzhy posted is a very valuable post in learning these things, worth the read.

    At the moment my rotation is 2x Ray of enfeeble, Chill strike (or Conduct of ice), Fanning the flame, and Entangling force (when he is coming to me or trying to run or attacking another squishy). So I apply 3 debuffs (Ray of enfeeble and passivelly Combusted Action and Swatch of destruction), but I m not sure how usefull the fire debuffs are, because not many players can do fire damage.
    Something I tryied yesterday is to use my Furious Inmolation to uncloack a TR, it worked once but it is very difficult to reproduce because I can not spam a dayly, the question is: did the damage uncloack him? If so, can they cloack while having a DoT?

    I'd use Critical Conflagration instead of Combustive Action, relying on kills is not the best plan in PvP, sometimes it works but not typically. The crit severity bonus is a pretty big boost in damage, as well as causing all attacks to proc smolder instead of just the fire based ones.

    If you can get by without shield in PvP then good for you, I find the mitigation it grants too be necessary, esp against stealth.

    The damage portion of Furious Immolation can bring a TR out of stealth if they are not Executioner or just don't take enough damage. TR stealth meter depletes when they take damage Executioner tree removes this effect. A lot of Perma stealth Whisper Knife are sabo so it's here and there. The Daze portion of the spell can also cause them to loose stealth if they ride the meter too low and happen to take the daze at the right moment, that'll work against any TR build.

    Oh I should also mention Thurg Helm/Gloves is not really optimum, Black Ice Helm/Gloves with Thurg Chest/Boots is better because of the glyph slots, I just use that setup cuz farming BI Gauntlets on 5 toons is making me batty.

    I ll give a try to Critical Conflagration. I can not see big difference between shield and no shield, my Tenacity is so low atm that I can not survive a TR stun nor a GF stun, they can keep me disabled until death with or without shield, so I m prefering atm unshield so can help more in offense while I m not disabled.
    I have already started my daylies in Icewindale so I hope I can get that stuff soon, it looks like Black Ice is easier than Glory to get as I m mostly PvE/RP and casual PvP.
