1) I Place Chains of Blazing light on the floor somewhere, no one is standing there, and the trap gets set.
2) Someone comes in and dodges right into the area of the trap (using the shift-movement 'tactical dodge')
3) The trap gets sprung, however since the incoming player is immune to all damage - being in the middle of a dodge, chains always misses the target, it does not get immobilised, and the trap is gone without doing anything.
I would suggest it would be better if this did not happen. Instead, the trap should not spring into action until after the dodge, and the player that used a tactical dodge into my trap should get hit.
Technically this is a bug and should be filed under bug reports I guess. They are slowly working on improving AoEs so that dodging into/inside them still affects you in some way. Don't expect an early ETA for the fix though.
