Righteous - Piercing Light feat question

How does this feat work? For example if I put 5pts in it I get 10% of ArP,but when? I will always get those 10%, even if not in combat, or I get it only when I have dps powers slotted in? Ooooor additional ArP appears only when I actually USE dps skill?

    I didn't picked it.
    Alternative is too good and its not like you'll need it for PvE where you'll have High Prophet set which outweighs 10% arp, but if I was to guess and take SW passive as an example, its not additional 10%, but rather 10% bonus to your current ArP.

    Still, there is quick way of testing it, jump on PTS, respec for free and see what changes if you pick the feat.

    I dont really use the preview server (never did,it destroys whole gaming surprises), thats why Im asking here, otherwise I would check it out by myself ;)

    Since it is the same as live, it won't destroy any surprises. By all means, feel free to report back what your findings are after you test it out on preview!

    I think you will find that not everyone will have High Prophet set tbh, as it is far from the only good set to use on a DC, especially with the recent changes. Therefore lets not assume based on that the feat is useless as I can see it working well with other equally good offensive DC sets like the one from VT. Personally I wouldn't choose it however as I am not a DPS Cleric and feel ArP is largely useless for a healer therefore my skill in it is 0. I expect like most feats it will be a permanent bonus however to your ArP stat, although sometimes this isnt shown in the char screen...

    I just tested, piercing light seems to add 10% flat ArP ( not a % of your current ArP value ).
    So with it you only need 1371 armor pen instead of 2536 to reach 24%, pretty good feet imho.
    Its not showing on your character sheet.

    Just tested it? it 'seems' to add 10% flat ArP? I will do some testing on my own.. but if you have already tested and are very certain it is 10% to ArP and are advocating to use 1371 arpen vs 2536 to hit 24% PvE cap- and not an added 10% of ArP then can we have some combat logs or proof of these findings? What kind of testing did you do? What did you test on? what wep were you using? what encounters? how many attacks? what base Arpen? etc.. etc... I am hearing from many people that it only adds 10% of your current ArP stat...

    Sorry didnt save any logs, i tested with a few different at-wills and encounters that doesnt lower resistance mostly against mobs in dread ring, tested Astral seal, Brand of the sun, daunting light, chains.
    Used Ancient royal priest symbol, no weapon enchant. I did not test more then maybe 10 of each attack.
