Gift of Faith not always activating when HP drops below 45%?

There are instances in which I can't seem to get the Devoted Cleric's Gift of the Faith from the Agent of Divine capstone to activate to heal me when testing in the preview shard. It seems like a bug, unless there are very specific conditions not indicated in the tooltip in which Gift of the Faith will activate to heal, or unless Gift only has a chance to activate under certain situations. It doesn't seem to be an internal cooldown issue, but I could be wrong. Maybe I'm doing something wrong. Some clarification would be appreciated.
My cleric has about 27k HP.
When my HP drops below 45% due to regular damage from enemies (eg below 14k damage in one hit) and have Gift of Faith ready from stored heals, Gift of Faith seems to properly activate and heal me.
I was testing this on Mod 4 mobs in Icespire and in the Rothe Valley Mod 4 daily mini-dungeon as well as mobs.
But when my HP drops below 45% due to high/burst damage from enemies (eg above 14k damage in one hit) and have Gift of Faith ready from stored heals, Gift of Faith doesn't always activate and I'm not healed. I'm not sure if it's due to other factors like other feats or damage interacting in some way with Gift of the Faith or because I was trying to dodge attacks after getting hit. That said, Gift sometimes does activate. The inconsistency is puzzling, and, admittedly, vexing.
I was testing this on Mod 4 dragon in Icespire and Rothe Valley, and golems in Rothe Valley's Mod 4 daily mini-dungeon but without other mobs around.

When my HP drops below 45% due to regular damage from enemies (eg below 14k damage in one hit) and have Gift of Faith ready from stored heals, Gift of Faith seems to properly activate and heal me.
I was testing this on Mod 4 mobs in Icespire and in the Rothe Valley Mod 4 daily mini-dungeon as well as mobs.
But when my HP drops below 45% due to high/burst damage from enemies (eg above 14k damage in one hit) and have Gift of Faith ready from stored heals, Gift of Faith doesn't always activate and I'm not healed. I'm not sure if it's due to other factors like other feats or damage interacting in some way with Gift of the Faith or because I was trying to dodge attacks after getting hit. That said, Gift sometimes does activate. The inconsistency is puzzling, and, admittedly, vexing.
I was testing this on Mod 4 dragon in Icespire and Rothe Valley, and golems in Rothe Valley's Mod 4 daily mini-dungeon but without other mobs around.
