Huge gap in level 60 pvp

This is a question for the cryptic developers.
Why don't you even up PvP at the moment the gap in level 60 pvp can be massive you have from about 8k to over 20k that's huge you need to create balance.
The pvp leader board to me is void as it doesn't really show anything apart from who has high gs and slaughters low gs.
To me that's like doing a survey on how cars drive to people that have never driven one.
So do you have any plans in the future to balance pvp by gs?
