Guardian Fighter Heroic Feat: Shielded Resurgence - PVP

When affected by a control power gain 2,3,4% of your hitpoints over 10 seconds, this can happen once every 30 seconds.
My GF's life in rank 9's and Purified Black Ice is 54,000 with no pots.
I am not sure if this is current HP or if this is what HP you currently have. If it was full hp that is 2160 HP every 30 seconds and in pvp that is 1080 hp every 30 seconds.
In comparison with other classes this feat needs at least a 5 fold increase in the amount of HP every 30 seconds. Granted, that is roughly 5400 hp every 30 seconds. In pvp, every other classes through lifesteal and other abilities heals for considerably more than that.
As it stands, in pvp this feat is seldom if ever, ranked up. I think a 5 fold increase would make it on par with HR lifesteal, among all the other classes lifesteal, ESPECIALLY come mod 5.
