Connection problems

Hi all.
It's been 2 weeks now that I am unable to connect to Neverwinter correctly at home.
Sometimes I connect but with awful laggs, most of the time it's impossible to me to connect.
Tracert shows that at home the route uses Cogent, but not at work where I test during lunch time.
I can only connect after 1:30 am gmt, with lagg and only to invoke.
Sometimes, when I can connect, if I change from one zone to another, if I leave the dungeon and reenter, if I disconnect and reconnect I can have temporaly a good connection.
Can someone tell me if there is anything I can do to correct this (already tried a vpn without success).
I have already posted my tracerts and nettest on the other threads.
