It's obvious that Cryptic/PWE needs to combat the bot problem. The issue is that they seem fresh out of ideas that don't affect the whole community in a negative manner. I propose a new type of enchantment. This enchantment would be a rare drop (but not insane rare like belts and such) or could be purchased in the WB for AD or even through the Zen store. The function would be to feed RP directly from kills (or heals for a DC) into the item it is slotted into. Shards to upgrade it's effectiveness would be found in dungeon chests and perhaps more rarely in skirmish chests (or PVP wins?). Both the enchantment as well as the shard would be BtA so they could be shared between toons on same account but not sold.
This method would augment the current RP system and benefit those players who play the game, run the content and expect to be rewarded according to their effort. It would allow PVP only players to level their gear in PVP if they don't care for the PVE side of the game. It would also be bot proof. For fun it could also have a drop when it procs like an orb of light or something you have to pick up to get the RP (kinda like the BI drops in Kessel). Many RPG/MMO weapon leveling systems are based on actual combat and are very popular when implemented properly. This could bring that sort of system to legendary equipment in Neverwinter.
If Cryptic is determined to bind RP drops, this might be a way to mitigate the pain involved as it is implemented, and provide the legitimate alternate source of RP that could be the alternative that Cryptic needs to provide when taking away our only other effective way of gear leveling.
