Bug: Encounter - Thwarting Sacrifices - Well of Dragons (West map position)

There appears to be an issue with the encounter Thwarting Sacrifices in the Well of Dragons, specifically in the location on the West side of the map.
One of the sacrificial victims doesn't spawn (the one on the left, as you face the rocks) which makes the encounter unable to complete. I've tried this encounter in all the other locations it spawns, and didn't notice victims not spawning in any other location except for the one on the West side.
I didn't track this the first few times I tried it, so my memory is vague on it other than that it was broken, so I can't be *positive* that it's always the one on the left, but I'm fairly certain that it is.
