I dunno I guess when I do a 30k hit on a guy and he dies instantly because he had low hp and nothing to protect him from damage it seems like having some is a good move.
Well, yesterday in IWP my 16k TR got hit with 8k critical Rapid Shot strike (I checked the log to confirm, I wasn't debuffed, but he penetrated my entire defense which is 30% DR + 20% tenacity). I checked that guy - 20.5k HR with p.vorpal and 13k power. Seriously, people can reach ridiculously high damage this days and it's getting even worse. Tenacity needs an update so it will diminish slower and we could stack it to 35% at least. Also, new tier of PvP gear.

Cryptic needs to stop putting so many offensive stats on items. They should know by now, that most people just stack them. So they just need to give every new item some defence stats too, so that offense doesnt increase anymore with every module, but defense does.

The problem is that defense, tenacity, deflection etc. all have diminishing returns, while weapon damage and power can be raised infinitely. They have to create new source of defense or do something about dim.returns.

HP doesn't have diminishing returns and it's a defensive stat.

You need like 50k more HP each module to complement damage buffs.
