Just placed an order over 5k Zen and paid per Paypal. The order does not show up under my account and I did not receive the Zen in game. I mailed billing.eu@perfectworld.com and expect a reply asap before I open a claim with Paypal.

Alright, issue resolved. Seems Paypal mixed up the transaction codes, no idea what happened here, but a couple of minutes ago I got a confirmation mail from Perfect World and the Zen is now in my account.
This is weird, since this never happened before. No idea which party caused this.
