So if there's a tank in the group, isn't CA always up?

So why is the purpose of feats and class features that provide combat advantage on crits etc?

And why is it that people say CA is only 15-20% of their total damage?

    absolutely not, why would you think having a tank instantly granted you CA? are you talking about, positioning? tank's are either the least mobile character in a group and the last to reach mobs (GF) or they completely lack tools to control aggro to position mobs where they want them to be (GWF)

    Having an HR with that class feature going is the only way to be certain of having CA all the time, assuming that the HR stays in range and alive. Otherwise other methods of maintaining CA are utilized.

    CA is a flat 15% bonus, plus other minor bonuses depending on stats/gear, so yeah, its usually only about 20% of your total damage.

    The GF mark provides combat advantage, as of mod 4 I believe.

    True, but it's hard to keep the marks on 100% of the time. In fact, if your GF manages to keep the mark on the mobs 50% of the time, I would say he's pretty good at what he does.
