Reclaiming the Hoard quest and Dragon Hoard Coffers

What are they and/or where do get get them? The quest text implies they are drops from NPCs on the WoD maps. I spent half an hour killing everything in sight, and I got nothing for Coffers. So a lack of knowledge on my part, a bug, no implemented yet? And what is that Dragon Hoard meter on the ToD Campaign window? The meter goes up and the info window for the 3 levels shows nothing of importance. Part of the not yet implemented feature?

    If you looked at the stickied thread for the new campaign area, it says:

    Known Issues:
    The weekly quest, “Reclaiming the Hoard,” cannot be completed.
    Some Heroic Encounters may not be cleaning up correctly, leading to other issues completing them.
