The TreeEdit: Don't use 5/5 Wicked Strike, Sure Strike works better. Use 5/5 in some other feature instead of 4th column.

Edit After some testing:
Rotation: TD > NSF > RS (works 100% times the attacks connected)
You can launch all 3 attacks with one successful takedown - it's quite safe.
The cool down time of NSF , the extra stamina gain, the slow down of opponent character and your gain speed makes up a substitute build for Perma-runner on BF.

Dragon's Wrath is giving a bit of defense (1.65k hp + 400 def) in substitution for fast determination (in destroyer path) plus extra added defense from wicked strike. This build, any good? I am not a big fan of deflect and I think ~30% is enough for GWF.

this is how i see this build, SS+TD with BF-FLS-IBS(RS), if you stop you;re dead , pump crit and dex as much as you can. Pretty much opponent must die in 1-2 rotations. Profound gear fits perfect imo.
i would love to play this kind of build with reaping strike.. too bad is not usable since you can get cced.
For critical rate style:
1. "Profound gear fits perfect imo" - maybe, 2 Profound & 2 Purified BI (Helmet + Bracers) for overload slot or 2 Corrupted / 2 Purified Set. I think this is a better choice.
2. Deflect, well I don't feel too comfortable with high deflect, I would switch them to power, hp or defense.
May be your TREE build, but cut the 10% deflect on sprint and get an extra 0.5s FLS duration? Could be enough for a FLS > TR > RS > TD > IBS (very strong). I would also like to keep an extra stun with me in-case that FLS fails, it's high cd - because without the stun landing IBS can be difficult. BF > TD > IBS is different in destroyer because the TD has a 5s cd and even faster cd if it doesn't connect.
Again, not sure - thinking of other possibilities.

not so fast feat isn't worth it for pvp
wicked strike feat isn't working for pvp
the encounters should be FLS / TD / IBS
feats : student of the sword / vicious advantage / nibmle runner / reinforced surge and the instigator capstone

Sure Strike - yes, made correction above.
Do not use NSF - no, use it - TD > NSF > RS - not too bad, I think. The nice thing about this rotation is, you can launch any attack independently. NSF by the way has a nice AOE, super fast animation, great cd and more damage than FLS (by quite a margin with the 5/5 feat). Also the miss % of ibs is negligible compared to landing td > ibs or fls > ibs.
You can launch TD > NSF > RS in one rotation in a very short time, while your opponent will still be under NSF and you have extra run speed (first column) - you can extra sure strikes with trample the fallen under effect.
The main problem with the tree is it's lacking defense. One of it's feat need to be modified with some kind of defense buff, for example, while under Combat Advantage there is 3/6/9/12/15% damage resist from all sources. If they did something like this I think the tree would be viable. Using RS on 11s cool down adds some hp, stamina and of course, you have to use 4x purified set.
In destroyer path for example, you have fast determination build and even better is the 4th,5th column on sentinel. Not a big fan of deflect, keeping it at, approximately 30% is sufficient for me.
