Common Cause - Dragon quest line bugged.

I've had this for three days now, not being unable to finish the common cause quest line.
In Icespire peak I'm unable to click on any of the wagon wheels in "fix their Wagon" as they don;t glow with the interactive bubbles.
I abandoned the quest and got it again from the harper who then gave me the ebon downs common cause.
I'm now unable to enter the barrow downs for barrow demolition for the same reason, no interactive bubbles or cog icon to click on.
I managed to enter the downs yesterday when in a party with a guild member who had the quest but again the same problem, I unable to enter the barrow and unable to finish the quest line.
I have submitted reports for this but have had no response.
I verified all the game files twice and its still bugged.
