Meaning, any kind of obstructing window that you did not trigger yourself (like character screen, inventory and maybe queues) only opens while you are not in combat.

loot window (need/greed/pass)
friend requests
guild invites
party kicking requests
party join requests
(...)

* you would be able to see and do not press any button in a hurry just to avoid death

Seems like easy enough to program, since it already works for instance-specific "zone contests" - final rankings/prizes won't appear until after you exit combat.
