A question about Dragon Bone rogue weapons

I see that there are two, Swirl and Whirl. Is one the main weapon and the other the offhand?

    Whirl has two enchantment slots and can only be used as the main-hand. Swirl only has one slot and can be used in either hand.

    So I can have a whirl and a swirl, or two swirls. Thanks
