Diabolic Cloak and Levels?

So I've been wondering, does the Diabolic Cloak for the Warlock you get through one of your Class Quests level with you or something? None of the neck item drops (even blues) have came up as "recommended" so I've had that cloak since whenever you get it.

Or is the item just pretty much better until level 60?

    Just look at the stats of the item. Recommended item is not always better

    I wore that cloak until I hit 60.

    Never saw ANY sub-sixty neck piece that I even thought was worth considering in place of it. I think the only competitor it really has is the Mulholorand cloak.
    Just what I saw, maybe someone else found something else.

    (BTW- They said they improved that 'recommended' mechanic, and maybe they did, but I still never even pay it the slightest attention, out of habit.)

    Also the Xvim neckpiece is better, but the Diabolical Cloak is an extremely good piece and it comes for free.

    The rest of the class and race cloaks are level 58 blues. They made a level 58 blue cloak for warlocks, then made it available and usable at level 30.
    Neverwinter Tools for evaluating boons, mounts, dyes, etc.
