If you mean the Forum Moderators - their direct contact (as I understand it) would be Akromatic. Akromatic is the official Community Manager and an employee of Cryptic Studios/Perfect World and I suspect he answers to someone else directly in the Neverwinter Team, likely Gentleman Crush or someone in a position of that nature.
In either case, even Akro's freedom of communication is limited to some degree as all things must be vetted, verified and authorized since his communication is "official".

Chris Meyer is Gentleman Crush, and he is one of the developers. Currently his main job has been the class balance changes, and because of this, he has been active with the community gathering feedback. Interacting with the community or the moderation team is not really part of his job.
Panderus is a producer. He seems to be mainly responsible for getting each build and update ready for publishing.
Akromatic and Pinpointerror are the PWE community reps and they are responsible for the moderation team.
Pin left the company last month. Akromatik is the community manager. Also, he is the final point of contact between players and staff; the devs are not responsible for the day to day affairs of the forum.
At any rate, if the reason you wish to know is to complain about moderation or forum policies; Akromatik is the end of the line in that regard. Sorry.
