Its Just weird, im a GWF 16.7k GS and my DPS is rather too low.. is just the way i play or my items just suck, or i suck at playing a GWF or my build sucks..

Key is always to be the first to hit the mob pack, frontline /roar come in get it and wicked strike. If you are lagging behind forget it.
Also any group with multiple cw/sws forget it, you will almost never be better then 3 or 4th now.
Remember they also toned down the GWF dps slightly, which was a farce honestly, even for pvp, that was never the issue, why they touched that was beyond, the issue was we could FLS, Roar then IBS stuff down. It was always about control.
GWF isnt in the best spot per se and they over did it with some of the nerfs, they are ok, some people will argue against that, bust mostly its the "GWFs were too good for too long" crowd and they believe in punitive action =P. Aw someone who plays almost every class, I would say it was a little too harsh.
My first suggestion is to expand the area of come and get it, the ablity to group mobs into a pack is the only way the GWF can compete any more. Thats what I wish they would do .
Are you using this rotation for PvE or PvP? Because I can't put leap anywhere. If you want AoE damage, switch your Mighty Leap for Roar. But then again, you'd need to get Relentless Battle Fury feat to make the most out of it.
I can see in your pictures that you have too much Critical Stat, Recovery, Life Steal and a very low Defense, also you are not using 3/3 Devastating Critical because you went full Critical %, no steely defense, no at-will bonus. Mate, you need a major overhaul.
I recommend you to check the guide in my signature, considering that you love to have a high crit %, it's going to be very interesting for you. Feel free to ask there if you have any question.
I completly with you using Roar in PvE, as well as come and get it. Come and get it might be good, if you have no CWs in your group, but when does this ever accure these days...
Mighty Leap is a strong ability, which hits up to 10 targets. The damage is pretty good and the invincibility frame is invaluable. See this ACT snip for the damage part:
@OP: Your stats are off. I start with the roles. A PvE GWF wants to have 25 Strentgh without buffs. you have 18. That's a huge amount of ddamage you are throwing away from the start.
As soon as you put some points into Str, you will face another issue. You will have a bit too few Armor Penetration. Read the wiki in order to find your values: http://neverwinter.gamepedia.com/Combat
The third issue is your crit value. You have more crit than you need. We are talking about 2k GS wasted into crit! The diminishing returns of crit start at around 2k crit and the hard cap is 3.5k crit maximum. At this point power is the better stat.
This knowledge leads to another issue you have with your build- Artifacts and power.
The Artifacts you are using have unneeded stats. If you want to have CAD companions like Blink Dog/intellect Devourer are better than the lantern. The lantern has no power, which is subpar at least. You do want to get above 10k Power.
Last but not least, feats. Why wouldn't you want to have Great Weapon Focus? Wicked Strike is your strongest tool, so buffing it (as well as Sure strike) seems like a no brainer. If you take your time to do the math GWFocus increases your dungeon DPS by about ~3,5%+ while the damage increase is minor with Executioners Style. Maybe ES is better in new dungeons, since most damage is single target, but I wouldn't focus too much on them tbh.
In the end you should reroll to get your dices straight. New artifacts could be class artifacts (DC/HR) or the Vanguards Banner (the active is amazing). GWFs are not dead, they just get no love after the deep-gash-era.
