RNG Artifact Weapons - Dev question

This is just a question and perhaps the devs can help answer this.

Why is the artifact weapon RNG-based? as someone who has yet to reach that point, it's frankly discouraging me from even attempting it. Of the 3 weapons for my class, I only want 1 - it's the only one that works for my build. Yet, after grinding away to earn my components, I must just leave it all to chance to see what I get? Why can we not choose? It cannot be that much harder to program a choice of three, like a dungeon chest, instead of RNG.

For something of this magnitude, I ask that we be allowed the choice of weapon. Failing that, the ability to auction off our unwanted returns to make some sort of a profit from our work.

    Please make the next artifact wep set to give certain bonus to ALL of your at-wills. Currently they will mostly be not used as when you get the stats you need, you will be left with bonus to a power you never use or if you want the bonus to the at-will you use, you will be left with huge bonus to completely useless stat like deflect in CWs case. You can't build CW based on deflect as it doesn't help to have one in three chance (or worse) to survive the rare hit that actually hits you and will kill you without deflect and just might kill you with deflect.

    In GWFs case, who is even using Reaping Strike, ever? Still it has best (only pure) offensive stats and the best defensive stated one gives COMBAT bonus on Wicked Strike, which is used purely in clearing adds if at all (and is written to be really hard to understand the effect).

    So next time for example one wep gives +10% damage to any at-will, next one adds one chill stack to one full rotation of at-will and third gives cumulative -3% DR stacks with each hit up to 3 stacks etc.
    Give us 4 or more power/item bar profiles so we can change powers and items with one click that are suited for the situation.

    @OP during module four testing we asked Graaxl3 who is the system designer behind the Artifact gear why it was RNG and we also asked him to change it so we could choose the weapon of choice but we were ignored so I doubt you will get a response but good luck anyways lol

    No, I like that the artifact weapon forces people to make choices between buffing the at will and the particular stats that the weapon gives. For the CW one, among the two popular choices, Chilling Eye and Arcane Eye, the Chilling Eye buffs the at-will that most CWs use, Chilling Cloud, but has Recovery as a stat and every HV CW already has tons of recovery. Arcane Eye buffs Magic Missile, which is not as great as an at-will, but has Armor Penetration instead of Recovery, which is more useful for high-end play. So you have to choose. That is fine.

    To buff all the at-wills is basically the same as just giving everyone more boons.

    I hear that. I think there could have been better alternatives (Looking at you, aimed shot bow), but buffing the damage on all at-wills as I'd originally thought they would do could easily be too overpowered. Dropping ICDs, casting times, etc, those are good ideas. Something that affects the power in question, I think, is an ideal, not something that affects a peripheral stat, like run speed or recharging stamina

    As I recall they ignored allot of concerns LOL.....
