Question on artifact weapons

Hey all,

Has anyone good a good site to read up on about obtaining artifact weapons, specifically the HR bow?

I have no idea how to get started on it.

    Artifact weapons are gained from a task in the Tyranny of Dragons campaign.
    Olaf, freelance guardian fighter.
    Enorla, Oh so devoted cleric.
