Currently, 1 Zen is worth more than 500AD due to there being more things of value/worth in the Zen store. Why not solve this imbalance by putting items for sale on the AD vendor (who hasn't really had anything new since the game first came out) that people would want and pay AD for? This would help the market, I think. Sure you'd get people with the hoards of AD, ill gotten and not, buying the items up left and right, but if you had more items/things/services in there that people would want to pay ADs for.. They'd have to come up with ways to get it. Like play more, or buy Zen to convert to ADs. If these people played more, they'd still help the game out by showing a stronger player base and (from the view of outside folks) showing that the game is popular. This would entice new players to give the game a try and to invest in it. Long term, VERY good for the game.
If folks are impatient and just outright buy Zen to convert to AD, this would also help the game out by helping the currently "bad" market/economy. It would help to move the market more towards a AD stronger than Zen market.
The only reason why, I could think of, that it wouldn't be such a good thing is that those folks that gained their hoards of AD via illicit means, might try and take advantage of the AD items to buy and resell them to other players to try and build their already massive hoards. This could easily be averted by just making whatever it is the AD vendor sells BoP or BoA even. You'd have to put items/services/tokens/whatever on the AD vendor that would truly interest people though. Anyone have suggestions? Like maybe truly unique costumes, looks, etc... One thing I can think of that I wouldn't mind seeing is a BoP token that will allow you to level/rank up an artifact/enchantment up to the point where it's ready for refinement. This would have to be a truly expensive (in AD) cost item, but there it is. This wouldn't be exploitable I think. Anything you refine becomes bound to that character anyways and the tokens would be all BoP.

I think you are underestimating how much this plan can get screwed up by 1 player.
Also, they want the zen to stay strong. They want to entice people to buy zen legit.
AD is already cheaper to get through other means and I don't think they want players to spend money that way.
People having to wait 2 weeks to get their zen through AD is a good way to make buying zen directly more enticing whether players like it or not.
Because if they removed the cap inflation would rapidly take the ratio up to thousands if not millions of ad to zen as people take advantage of it. This would lock out new players and f2p players. (note without the f2p, paying players would have no one to pay with and the game dies) There would be no action that could be taken that would destroy the game and close the servers than to uncap the ZAX.
