I never understood why ppl think that if they win they shouldn't drop pages, is there a statement on how the leaderboard works?, for example, if I won, but I did a bad performance (a lot worse than I do in average)... I don't see a reason why I shouldn't drop some places.
So my CW was about page 100, because I only played 30 games in the whole module (class OP, PvP bad, glyph exploiters etc.). My guildies kept playing PvP though, made it to the very top, all very good placed. I'm saying, "let's go with them for a ride".
Play 2 (two) games.
Win both.
Drop to page 222.
122 pages drop because of 2 wins. Yes you read that right. 122 pages drop from 2 wins.
I am unsure how this can be considered even remotely functional.
The problem in Neverwinter is how teams are matched with the ELO system, and the lack of individual statistics to help calculate standings.
There are a lot of things that contribute to a win besides kill counts and such.
But the biggest problem is how the ELO matches us up, and then knocks us down in rating based on some screwed up formulas.
A leaderboard concept is fine, just scratch the ELO.

I'd be fine dropping after the win if I could choose against who I'll be playing. Want weak enemies - win, but lose pages, want strong opponents - win and go up. Dropping after the win while you can't have any impact on matchmaking is the most stupid part. Was this my fault that I got 18k teammates against 6k enemies? Why should I lose positions for winning against them?

If people are online and in queue, if we queue full premade, we get a full premade. If people from my rating zone are online and in queue, I usually play against them.
The issues are with very, very few people PvPing. It can be calculated by counting instances. You are free to type "Hotenow domination #X"/"Rivenscar ruins #X" in the "/who" window. You will see that there aren't more than 60 instances/map open (with gaps) at any time, including weekends. They include low level PvP as well.
You can calculate from this how many (how few...) people are PvPing.
If people are online and in queue, if we queue full premade, we get a full premade. If people from my rating zone are online and in queue, I usually play against them.
Once I played against 5 man premades 3 matches in a row while queuing solo.
