Someone help me ..... the CW artifact weapon (Gelid Eye of the Golden Dragon) the additional chill stack have delay to apply effect? or is normal without delay?

Also no slue which artifact weapon shall I choose the Magic Missile booster type or the Chilling Cloud booster type!
