GF - PvE Armor Pen question

I currently have the complete set of Corrupted Black Ice gear. The armor pen from this set is enough to put me near the armor penetration cap for PvE. However, the Str, Dex and Con artifact belts, the artifact weapon that I want, and the GWF artifact (which I'm told I should get) all have armor prn on it, and will put me well over the cap. The new Dracoinc gear also has the same amount of armor penetration. Should I be
1) Looking at diffrent artifacts that don't have armor penetration on them
2) Be "downgrading" to an armor set that has less armor penetration (looking at Timeless Hero) and taking the armor penetration artifacts?
3) Do neither and forget about the cap?

"downgrading" is more like upgrading. regent or timeless are both superior to BI, depending on what stats you want. probably timeless because of the lack of crit.
