Scourge Warlock Artifact Weapon

I'm a few days behind because of my time at Gen Con this year, but I do know some people would have access to getting the Tyranny of Dragon's Artifact Weapons Cache... I'm curious what's need/necessary for upgrading them from Green to Blue, Blue to Purple, and Purple to Orange.
