I hit level 60 about a week and a half ago with some friend, and have started on the long and grindy journey of PvE dailies. Skirmishes and quests have been slow, because I'm still around 8.4k GS, but still manageable. PvP, obviously has been quite hellish, even though my friends have played this game for longer and queue with higher GS characters occasionally. Most games are usually 1000 to 50ish, with one side (usually mine) being camped. With no tenacity, I am faced with a conundrum - I need to able to not get one shot, but the war prophet gear is radically eclipsed by the later levels of gear. I've received conflicting advice from friends: some say that I should get the crappy pvp gear ASAP so I can do better and at least squeeze out a dozen or so glory per match instead of 0, which is what usually happens, or I should wait and get the highest tier available that isn't Black Ice gear, because I'll still get two or three shot anyway, and getting War Prophet would be a waste of glory.
Any PvP clerics who have made this painful grind have any thoughts on the issue?
P.S- Another quick question regarding gearing: is the full defense deflect build still the way to go? Or should I balance the stats out a little more?
I'm rolling pretty well with the defensive build at the moment. Though lately I've been putting some more points into power due to having already high diminishes on those defensive stats due to new boons and reinforcement kits and whatnot.
I can't help much on the gearing side because I was already playing domination on a daily basis before tenacity was even implemented in the game, and I just grinded profound set immediately. But my advise would definitely be, get solid pve gear first. At the same time you are grinding boons and leveling your artifact(s), so it'll be a nice surprise when you jump on the arena after a while (still having your fingers crossed that your team isn't a punching bag, though).
If you can stomach doing gauntlgrym get the grym coins (from pvp & pve runs) - buy the GG set pieces (prophet champion?) then trade them in for the grim set of your choice (the +hp one is a good choice) through the gauntlgrym trader in trade of blades. The profound set is only a marginal upgrade from the grim set, and can't be acquired in this manner. For profound you're going to be saving up the daily pvp domination victory tokens and glory, and that's a substantial grind.
I wouldn't get the war prophet stuff unless you're rolling in glory. Save that for the bloodskull raven artifact, and maybe profound pieces down the track.
I agree with metaplexus - PvE gear takes precedence. Note that you can easily stack Tenacity using blue items (use accessories).
There are several ways to (at least, partly) get around the PvP grind. I'd personally suggest aiming for Profound ASAP if you plan on sticking around, it's only about a 1 month or so grind. In the long run you definitely won't regret it. Gauntlgrym's already been mentioned, and then there's IWD and BI gear.
A good DC build should hit key survivability breakpoints, regardless of whether you decide to go tanky or not. See the second post here for key values. Pay close attention to crit, defense, deflect and regen values, at least. Tenacity harsh diminishing returns starts at around the 1k+ mark.
As for tanky vs no it really depends. You mention having friends in-game. What kind of DC would complement their abilities/playstyles more? Are they aggressive types or are they hide-behind-the-nearest-anything type players?

I ended up just doing the best I could till I finally saved up enough glory and marks and bought myself the middle tier of PVP gear from inside the pvp place in PE. I'm bad with names, sorry. This took me roughly a month of off and on just doing domination matches to get my dailies done.

I would not worry about tenacity at all at this point. And your right in getting the middle pvp gear to start, your basically on step 2 of 4 with gearing for PvP for DC. Black Ice is next followed by dragon artifact belt/weapon. I went defense, deflect, and recovery to be a healing tank and mostly pugged alone in domination or with a TR buddy. Definitely start the 35 day marathon of dailies in IWD getting reputation. The link in my signature is most of my domination matches starting from 10k GS when I turned 60 in January of this year on DC to 16.5k which I hit today.
