No, it isn't bad, but since you can't do much else for the party, it isn't all it should be. I've been a Conq forever... it was really good once, and they should make it that way again.
I'm not saying no one should do it, but I am suggesting that if you like to see big damage floaters, it might be a bit disappointing.

In my case it's better... in PvP I have 2.7K of Power -> MoD 3 = 16% Buff (and it was 16% if I had my Guard down the entire time), now I have 25% Buff and 10% more Crit Chance practically all the time...
Conq Capstone in MoD 4 >>>> MoD 3 if you have low power, and it's almost the same if you have a lot.
The Con bonus is pretty awesome. On Str and Dex you might need to get into some calculations. GF gear is notoriously short on offensive stats one of which is ArPen. So your kit will dictate how much Dex you need. The conq is more than fine in PVE. Remember that mark multiplies the threat generated. The base threat is damage. So an offensive oriented Conq or Tact likely has more control than a defensive build. For me recovery as much as power becomes the end stat to push because Once you have sufficient threat you have more targets for more AP and your gaurd deployment catches more attacks for more AP and I generally spend 1/2 of combat in menace. Which is of course more damage so more threat so more AP gain

If you are worried about DPS, you picked the wrong class.
