OK first day I turn 26 I get quest to go to neverwinter GY from harper broward or whatever the name is in PE
Go there, kill 50 cultists and change grave markers and kill chartrax
Turn in, get sent to PE there but finally find a talk to PE harper tommorrow
DO it, get sent to GY, kill dragon, destroy summonings
Get it in PE today go gy, kill dragon, change grave markers.
Never seen ghost stories, up to ebon downs, no quest there.
Is there a sequence or something I need to do or a level requirement locking me out of ghost stories and other stuff, or just keep going back gy which isn't helping harpers, but I complete common cause go to PE harper and complete common cause and then nothing on the campaign progression part about helping harpers 3 times.
Is it bugged,
I'm at my wits end, guild has suggested this and that, but no one knows?
Before I make a total fool out of myself and ask for Help in ticket, is this thing my fault, or bug or what?
If you look at the Campaign window (the flag icon at the top of the screen ingame), there are indeed level restrictions on stuff.
When you have done the neverdeath graveyard thing 3 times, youll be moving on to Ebon Downs and doing some quests there for the campaign. Just keep playing, you'll get there.
EDIT:
Have you actually clicked on the box in the campaign window that says "Help Harpers in Neverdeath"? You will spend a couple of items you got from doing the dailies at that point and start a timer. You have to hit that timer every day to spend the "cult secrets" item and advance the campaign progression.
I suspect that is the problem, I'm up to level 38 atm, and the summer festival and pvp and the TOD stuff in neverwinter grave yard have pushed me way above the next zones levels, I actually have sgt knox's instruction (quest) to go to ebon downs but have not gone yet.
I't is just a tiny bit of worry that I will get myself stuck in a broken quest loop and not be able to progress, so long as I know just keep on keeping on I will do just that.
You'll be fine. The enemies in the TOD sections of the maps scale up to your current level, BTW.
Just remember to keep setting those timers in the campaign window and you'll be golden.

I also want to point out that Ghost Stories and the other lair quests only unlock at level 60; you don't get sigils before 60.
The main thing to watch out for is if you accept "Common Cause" from Harper Broward, complete the quests it point to on that same day, because the zone quest-givers will give out different quests the next day.
Luckily, you can drop Common Cause and pick it up again immediately -- I was worried at first that I would get stuck with a 24-hour cooldown when I dropped it, but no problem.
