Can't upgrade Draconic Enchantment Rank 3?

I recently came back to the game after a long hiatus, largely to play the new Warlock (which I am loving) - however; just today as I was enchanting my new armor, I discovered I couldn't upgrade my Draconic Enchantment rank 3 to 4.

I have the required Lesser Mark of Potency, and it's got enough refinement points... it lists the 85% chance of success and everything... but the Upgrade button is greyed out and it says I'm missing required components. I even tried adding a preservation ward "just in case" that was the missing component, but... nadda.

Is this enchant bugged? Or is there something I'm missing that's painfully obvious?

    Restart the game. It seems refining in general got bugged with the last patch. There is a current topic on it in the bugs section
