No matter how, when and if different dragons will share the same spawn time or not but, fighting a dragon with the maximum amount of farmers the instance allows everytime is ridiculous.
Definitely rothe valley and whispering caverns are terrible for obvious reasons and i even started to hate the moment am about to run the quests there, as the dragons are down in merely one skill rotation. Then ofc "farmers" starts to change instances to the next closest spawn. And that wont happen if the spawn time will be the same across all the instances.
EDIT: Also, scaling the dragons HP based on the amount of players present in the "new sections" of the maps would be nice.

making them all share the same spawn time will not cut down on the number of people per HE.
The only realistic way to fix this is to do the following:
1) Reduce the max number of players per instance in Whispering Caverns to 15 or so) (down from 30) and Rothé Valley (Down from 20).
2) Disable inviting into instances that are already full, as this allows people to bypass the max player limit.
When the poor dragons get swarmed by 30-40 players, the fight is over too fast, the chances for "Great Success" seem reduced for everyone, in particular classes that rely on healing or taking damage.
The fights are simply not fun at the moment - please fix this!

OP's suggestion is awful.
What if I log in and it's 19:59 to next dragon, every zone, every instance? So I do the "Common Cause" zne fetch/kill quest in 1 minute, the lair quest in 5, and have 14 minutes to wait to fight the dragon.
Okay, that was for one zone, now I need to run Rothe Valley and Whispering Caverns for the sigils: guess what? 20 minutes wait for each of them too!
It already takes long enough with the possibility of switching to a zone with less than 10 minutes to a dragon spawn, having to wait 20 minutes per zone per character would drive me insane.
Decreasing player limits for the higher zones is a fine idea, but not synchronizing dragon spawns.

It can be simply schemed/scheduled (each of the different dragons with 10 minutes delay from the preceding). And the instances are mostly quite limited already considering how big the maps are and what other things/quests they contain. But whatever.

they should make HEs ignore over 15 players and they should make their spawn to 10 min. this way there can be as many people as the instance can take ( they do the other dailies, quests, level etc everyone with it s on business ) and they won t jump off when a HE spawns from what they do and bang all 30 players at the HE.

The lower instances only drop either the dragon bone stuff (and only the SW is worth ANYTHING) and the dragon garb stuff and only the tunic is worth anything.
So you would lock out everyone and make us wait for a long time and do nothing while we are waiting?
No thanks..
How about we drop HEs then.. and go to instances with 5 peeps.. IM WAY more in favor of that!
instant queue for 5 poeple to do a dragon or get a group together to do one, can be done at anytime, anywhere..
Just came on mind, it wont be probably that bad once ppl unlock the sm and lair. Cant remember if there are the belts drop chances as well tho, anyone?
