Eye of the Storm proc'ing on the enemy?

Asking a confirm for this.

Today I've seen in pvp something very weird, a trickster in my team going 1vs1 a cw, and after a while he had EOTS on his buffbar. I even checked the description, it stated clearly "Eye of the storm".

Then later on I've taken a close look at this video: https://www.youtube.com/watch?v=LNYOkGwRQ8g

In this video you can clearly see at 18:00 that the wizard with Globe of Imposition and Storm Spell procs EOTS out of nowhere when fighting the enemy cw. The same scene happens later on at 24 minutes and something.

So, what the hell is going on?

I've noticed this too, and I've been wondering if they are actually receiving the buff or if it simply appears on their bar.

I'm specifically recalling when Nightmare wizardry was actually giving enemies combat advantage against the caster using it. If that is happening with EotS it's a very, very bad sign but it's hard to tell if every enemy attack is a critical against me or not when they are unable to attack.

I've seen it proc on myself too even when I didn't have it slotted, but I never got a look to see if it was on my buff bar, but I did remember getting some nasty crits when it happened, so it could be a bug proccing on the enemy lol

It's definitely a bug and it's not new at all.

Sometimes even Storm Spell procs back on you.

This topic needs to go to the bugs are since there's no question about it.
