Can't upgrade Sash of Charisma?

Has anyone else run into this problem? I've got my Sash of Charisma to level 34 where I'm supposed to upgrade it. It shows a 50% chance and all the necessary reagents are there, but the upgrade button is grayed out?

    Had the same problem with the DC artifact.All reagents necessary and greyed out upgrade button.

    Maybe the game doesn't think you deserve more Charisma? I think that means the game is calling you an... um.. <<self-censored>>.

    the only time I have seen this is when I was upgrading an artifact. I leveled it to 59 and then wasn't able upgrade. It took a few minutes but then I realized that it had just reached the start of 59. To get the prompt to upgrade it has to reach the end of level 59. ie right at 60. its probably the same with the belts.
