Lost Guild Names

Does the game have a way of identifying inactive, dead guilds, whereas the Rank 7 in them had quit the game for good? I am aware that even when deleting a character, that character is not removed from a roster. So if, let's say, there is a guild with two members left, and the Rank 7 had, for example, been permanently banned or simply deleted their characters, there is no way to retrieve their guild name?

This is both frustrating and confounding. No wonder why a lot of guilds run around with <.Periods.> attached their name.
