Can't Reclaim Pale Horse at Rewards Claim Vendor for characters who already had it

The Pale Horse (from a magazine promotion) can apparently no longer be claimed at the Rewards Claim Vendor even if you had a valid code and were able to do so previously. I understand that the promotion is expired, but I had a valid code entered *prior* to that and was formerly able to reclaim them on characters that had lost or deleted the item (my main character still rides the horse as her primary mount). On *newly* created characters (I created one yesterday to verify) the Pale Horse is still being successfully mailed to them following completion of the tutorial missions, but if they delete it (since it is not usable till level 20) they can't get it back.

As this does not follow the behavior of other non-consumable promotional items, which can be reclaimed indefinitely by each character as long as that character doesn't have one currently in inventory / bank, I feel this is a bug or oversight.

Note that I assume the Stormraider Horse from the same promotion is likely experiencing the same behavior, though I don't have that one so I can't be sure.
