Its pretty much of an indicator simply how screwed their concept of "balance" is.
So, from what I see in this thread, according to their version of "balance' the GWF doesn't need to be, nor should be playing a mobile style. Having to learn new techniques like short-burst sprints to counter anticipated enemy CC/big attacks, obviousl means the class is too weak.
Unless you can go all-out "Me GWFulk, and GWFulk the STRONGEST ONE THERE IS! GWFulk SMASH!!"... and simply charge in a straight line to your target, send him knocked down again and again and kill him in the spot within one or two rotations, without ever worrying about other members of the enemy team trying to stop you... then the class is screwed and nerfed to the ground.
In a nutshell, if the GWF has to do anything that involves other thanl; (1) the "W"key, (2) Q/E/R keys, (3) <TAB> ,,, then they're obviously "nerfed to the ground".

Some CW's will probably be upset but I think what they are planning is fair. As far as GF and HR I am not sure what you mean. GF guard meter is a bit ridiculous and forever is that what you are referring to?
GF's guard also;
1 - Allows every second CC to slip through (quite funny getting stunned/controlled through a solid iron shield)
2 - Ensures the GF is ALWAYS bleeding HP. (GFs can no longer protect their last few HPs by hiding behind a shield, so strategically heading for a pot is now almost impossible as your foe will kill you, like the TR that Duelist Flurried me to death through a full guard while I was trying to back into a health pot. GG.)
But we'll be broken soon, no doubt about that.
PSA: You don't need to grind Spinward Rise for your Elemental artifact main hand if you have some AD lying around. You can craft it via the Tyranny of Dragon's campaign screen.
Gwf runner build is good for destro only and have it's weaknesses. But as usual, players have the insight of a mole.
- usable on destroyer. Means you're squishy melee target.
- must give up some heroic DPS feats or difensive feats to get the sprint feat
- must use battle fury which means you lose cc and some DPS
- must open with takedown, which requires a skilled player to do not have it repeatedly dodged. Fls cooldown is too long and hard to follow with ibs. The enemy will escape while ibs si still starting
- must hit-run-hit-run and so on. When you stop sprinting to attack, that's when a smart player wait to attack you. and if a destro get caught, now it's a ton of damage. Even in unstoppable.
It's not an easy build to play in pvp and good players can counter it since the gwf have to stop to hit or use battle fury. And in that moment you can cc him and then it's a dps fest for you since cc now last more (cw).
So it's a strong hit-and-run build if used by a skilled player. Better if used in group. And can be countered. If you ask me, it's how destro should be in pvp. A fast, hard hitting, hit-and-run fighter.

All you say was stated and proven long ago by charts and figures and logs in the Preview forum. For months the community made it crystal-clear to the devs that the gwf would now be a dust bunny. All the constructive, simple to implement, suggestions were ignored. So yes you're true, gwf is now a joke in pvp.
In Pve though, you will find some older gwfs saying that it has become "nicely challenging" because their 20k gwf dies in a matter of seconds if they play their char the way a melee fighter is supposed to play.
In all honesty I feel my current Destroyer is in a good spot and Im getting more and more accustomed to the 'sprint' playstyle. If Im not focused by at least 2 people from the get-go I feel comfortable with my damage/survivability/control. In 1x1 situations its a 50/50 chance for victory or defeat. The perma sprint is a great kill-steal build so apologies to folks who got their target finished by a rushing GWF. My quite tanky Destro does feel squishier but thats normal with other classes having their dmg buffed.
The only real issuie I see in PVP is the CW for known reasons. The HRs can be scary but they were scary last mod as well, the GFs are very strong if played right but on both my fighters Ive yet to see a GF in PVP played right. The TRs can actually be outmaneuvered by my GWF and killed or simply outlasted by my GF. The DCs are more immortal now because I lost my unlimited gap closer + prone combo which allowed me to end even a very tanky DC, but a good team will always take the DC out fast and hard, if the team is bad there is nothing one can do anyway. The SWs are an easy prey for both my GWF and GF but thats normal I guess since they are mostly undergeared at this point.
So, CWs need a tone down ( some rly good suggestions already made by Tod the former mod among others ) and the dragon glyphs need to be fixed asap. Thats it.

yeah from the OP's lack of constructive feedback and respect to... the replies. this thread will be closed as it is not considered a productive discussion. insulting the dev team is not allowed on the neverwinter forums. that old saying "if you can't say something nice, don't say anything at all" goes a long way here. we're not saying that you can't provide negative feedback, it just needs to be constructive. taking pot shots at PWE ain't happening. if you want someone to take you seriously, you're going to have to up the game.

TRs and hybrid HRs will be better at this. Plus, they have some range. And cc. And stealth. And DR.
