Class Feat Changes and Odd Resets

Not sure what's a bug and what is just stupid:
Guardian Fighter and Great Weapon Fighter: As I understand it, quite a few changes to the Feats and yet only my lowest level GWF had a Feat reset (no power reset, which is dumb considering a feat reset) and not my 60's of either GF or GWF.
Control Wizard: Two CW's in the guild have had a Feat Reset (again, not a power reset), and one had only 5 feat points reset. Makes no sense.
Hunter Ranger: All of them seem to have a Feat Reset (again, not a power reset).
This seems quite random.
