    Apparently it is true.. for now.

    Nobody knows if it's intentional or not.

    It is clearly OP so will be nerfed but only after PvPers have spent huge sums of AD or ZEN (or real money) to get them to max,

    I suppose one way of looking at it is that it's a somewhat shady way to get a chunk of exploited AD out of circulation, though a lot of those concerned still have enormous stockpiles on a plethora of mule accounts. It will barely give most PvP guilds much pause to drop that sort of change.

    It's a new method of AD sink by Cryptic. The leet PvPers will sink millions of AD into it, then it'll get fixed. And then we'll see dozens of posts by people who were taking advantage of the bug complain about how they wasted all that AD. And it will be glorious.
