None of us have the full set so we can only speculate.
Think of it this way. Righteousness is an aura that increase all incoming healing of allies within a certain distance by 70%. So their regen/lifesteal/healing from you are all set to 170% already (more with Astral Shield and if they have incoming healing boost).
Draconic set bonus means you have an extra multiplier on DC spells. Assuming it is multiplicative (likely, but not sure in absence of real data, could also be additive) then they still get 170% regen/lifesteal healing, and 1.7*1.2 = 204% healing from DC abilities such as Astral shield, astral seal etc.

I'm really interested to see how the draconic set works for me if I am able to get the full set eventually. I currently use Miracle Healer and this sounds like a direct upgrade to that (assuming the stats on the gear are good)

Yea, I plan to use the draconic set as a MH upgrade too. The problem is, however, that I use MH and the purified BI set maybe 5% of the time - 90% of the time I use HP and there is no upgrade for that in sight. Maybe in Module 5.
How can you test this? Missing just the chest but have been grouped with other DC who have full set this week. Looked through some streams and found the linke below from yesterday. Ran epic Shores with Helboy in the guild "North Trail PT" who had a full set and 11k+ power. Minorly out healed my pvp gear by 1mil, lol. Will probably have chest by tonight with luck. Not much of a pver but can try to figure it out.

Got the full set and decided to do a very quick test (note I said QUICK test, this was not an extensive statistical data gathering). I put my companion into some lava with another set (Sharandar) and the average astral shield heal tick was on average 430, with the Draconic set the average seemed to be around 520 a tick (I also made sure that for both I had the same power stat value). So the percentage difference between the two is about 19%, so clearly it looks like it boosts your healing by 20%.
If this or the Miracle Healer is the best, I don't know, but as the countless posts in this forum already mentioned - nobody wants healers. Even if healers were needed, a temptation warlock would still beat a cleric with the best healing armour set. I mean think about it, a Temptation Warlock with just blue armour pieces will still out heal you if the have the Miracle Healer (the sw is the miracle healer not this armour set) or the Draconic set, would you want to spend astral diamonds or grind dungeons trying to get those when there is much easier and cheaper way to become a super healer ?
I have recently just the set since i made this topic, and this is the way it works, causes you to heal allies with a certain distance from you for 20% more, basically you heal allies now for 90%, 70% from righthousness, and 20% from the set.
Im not sure if you gain the 20% bonus aswell, but i believe you do, because the aura that increases their healing is always on you, will do some testing and report.

So am I reading this wrong? Does this not apply to everyone but the DC? Does not say increases healing output. Just my thoughts.
Does someone meanwhile have the set and can shed some light on the effect?
