Ioun dragon stone and cult of the dragon tunic

I checked auction house many times and still can't find ioun dragon stone and cult of the dragon tunic. There are plenty o hat and garb pieces but not the tunic. Does it even drops? Maybe it's BoP instead of BoE? Or perhaps auction house is bugged and doesn't show any of it?

    Did you check the dragon scale merchant to see what the stone is?

    there is a bug - the Ioun dragon stone is Bound on account the sec you are buying it - thats why no1 selling 1...

    I'm pretty sure the fashion top is not properly dropping. It's supposed to drop from the white dragon in Icespire. But I constantly get the head piece from there while the Ebon Downs dragon hasn't dropped anything fancy no matter how many "great successes" I have gotten.

    how do you get the stone .. the currency to get it .. is it through lockboxes

    So the dragons drop these items or are they found in the Ctrl+N rewards? Like the coins, ect.

    I got the headdress from Ebon but I never seen the tunic drop anywhere.

    was BOP for me

    UPDATE: submitted a ticket to have it sent to my other toon as I was intending to do but got a standardized "it's a bug, it's out of our hands" message (just got the exact same one on not being able to CTRL+F my heroic reward). I assume it was intended as BOP and the tooltip was just wrong, otherwise I don't see why a GM couldn't just remove it from my one guy's inventory and add one to my other guy's (or refund the scales I spent, or send me a little zen considering how much I spent on lockbox keys...)
