Skillful infiltrator tool tip displaying incorrectly

Skillful Infiltrator is displaying incorrectly in the tool tip. The tool tip only shows the base level 1 information even if you have upgraded the power. Ie it states I am only gaining 5% speed and 1% to critical chance and deflect. It does correctly give the level 3 benefits. 15, 3 and 3% respectively

Power worked after Mod 4 patch but was broken during the emergency patch on the 15th.
