Eye of Lathander (why BoP??)

So I just got my second Eye of Lathander from the arcane coffers, and it is Bound to Character on Pickup, can't be sold, and I can't equip two of the same artifact, it can't even be salvaged for AD, so what am I supposed to do with it?? That character can't use it, can't send it to another character, or sell it. What is the point of this??

    Level it to 59 and use it to refine another artifact of the same type. It being bop is ridiculous though. There's no reason for it. At the very least they could have bound it to account instead.
