Feat Resets Not Working Right

First, I'd like to complain that it is ridiculous to give a Feat reset without a Power reset since Feats directly effect Powers. This is particularly annoying since I spent Zen on respeccing all of my characters not more than two weeks ago and the announcement of the changes happened only a week ago.
Now then...
Have a CW that did not get a full reset, but instead was given back 5 feat points. No idea why or where they were to begin with. GF's, GWF's, HR's, and other CW's in the guild seem to have not been effected this way, just the one character so far, though I also haven't tried putting back any feats since I have no idea where you are going with this.
