Black Ice Shaping added a level

The Black Ice Shaping profession appears to have added a 4th profession level where Mithral Tools can be crafted from Steel ones. While this places it in line with the other professions' tool upgrading, there's no way to level Black Ice Shaping to Level 4! So these tasks are perma-locked until this is fixed. Thanks!
