Audio glitch: Mod 4 NPCs in Protector's Enclave

1. The audio loops for Mod 4 Harper NPC and I think one of the dragonborn generals is looped over and over in PE very frequently.
2. The audio amplitude does not drop off with distance, at least in the Hall of Justice area.

    We have a fix for this in the .11 build. Thanks! It would have spammed for every player to interact with the Harper lady.
