Needless Distractions Heroic Encounter being completed by Dragon Encounters

Not sure if this is intended or not, but if you pick up the quest Needless Distractions (AB- but I'm sure the TT equivalent will have the same thing happen) the Heroic Encounter portion will be completed by killing a Zone Dragon Encounter.
