Has anyone tried out a ice based oppressor build? Is Assailant just too good to pass up?
An ice - based oppressor build is very usable. Shatter does about half the damage of assailant but offers a 5 second stun. You can make a perfectly viable build from the oppressor tree. It won't be as good in PvP, but can still be fun in PvE.
I've tested quite a bit on the preview (18.8k CW) and here are some random findings (PVE AoE):
- Storm Spell and EotS is still best and with the most recent buff, by a mile.
- Despite other rumors, Blink Dog is working just fine and behind the Wild Hunt Rider (+5% DPS) the second best pet at +4% DPS (given 80% CA uptime, which is easy in Mod4)
- What is the passive of Intellect Devourer? I don't get it...
- Elemental Empowerment And Assailant kill with Cold DoTs (CoI and Icy). That's why Icy Terrain should replace SotEA in your rotation. Elemental Empowerment currently even outdamages the capstone because Assailant doesn't benefit from debuffs.
- Since they moved Nightmare Wizardry, you can safely go Bitter Cold now. With the changes to GF and GWF you won't need more sources of CA anyway.
- using Shard reduced my damage by 10-15% depending on the passives I tested
- SS still seems untouchable (again: Storm Spell and EotS), but the most recent buff to the passives of MoF demand more testing
- SS Thaum still offers sufficient control in a 2CW setup, no need to go Oppressor. If all else fails, mix in Shard and its massive 4 sec stun -> win

I wonder if Stormspell Oppressor with the feated Sudden Storm, and class features Chilling Presence and Storm Spell would be viable? If everything is going to have perpetually 5-6 chill stacks on it, you'd think that Chilling Presence would be really awesome in this case. But I don't know for certain.

It's not. Tested with max Chill rotation (CC, CoI, Icy, feated Sudden Storm), can't beat EotS + Storm Spell.
But with the new EotS you have to time your encounters to be 20 sec apart, right?
No I didn't time anything during my tests.
And now Storm Spell gets a massive damage boost from 10% proc to 35% proc and double damage and EotS cooldown is reduced again. I don't get this honestly. Storm Spell already was contributing about 10% to your DPS and now it'll be your main damage source.
What İ fear is devs reverting the last changes after negative feedback from other classes following mod 4 launch. Both SS and MoF paragon passives, i couldnt give them a try but all of them look too good to be true.

They are too good to be true. If they are implemented the devs will completely undercut their stated goal of bringing CW damage back in line with the other classes. If they implement a 7x damage boost to Storm Spell my damage will be higher in Mod 4 than it is currently on live. There's just no way they can allow those buffs to be part of Mod 4.

I think because of the dungeon changes in mod 4 (more single target stuff, fewer adds) and because of the mechanics involved with SS (it's not an actual spell) the changes can slip through largely unnoticed. Also too many CW's are going to be complaining about shard ( many crying about quitting the game, etc)
Old content is going to be made trivial by a combination of new gear+buffs to other classes, mainly the 75% of DR party damage boost GF's are getting, and SW are going to be the focus of everyone's main complaints for awhile, so I think we're good.

Storm Spell is hideously broken right now. It's contributing to 50%+ of damage done, which is crazy. Expect it to get dialed back pretty significantly.
