Yes will have new set but it is really bad, you could log on to preview and check the set out for yourself.

It is a Set supposed to be for 'Rainbow parties'. The thing that makes it 'bad' for the decriers is the fact that it doesn't have an over the top gamebreaking 4/4 Bonus on the sets, like for example an easy to maintain bonus that adds the stats of pretty much 1 additional Epic item, at least.
The GF one is fine. It has, by default, Armor Penetration on it, isn't completely overfilled with Defense, and has an Aura that boosts the groups' performance. If the 2/4 Bonuses got switched a bit, to a USEFUL +450 that isn't otherwise covered by the armor already, they should all be fine.
As I said, the 2/4 is horrible on them ALL - but the Aura might be able to help. And people shouldn't be sure that we will always 'only' get mobs with 24% DR maximum. I run Plaguefire on my HR, being a HR, I am also over the needed Resistance ignored value. And I had a few attacks on some mobs STILL give me 'reduced' damage. Not many, not by much - but it was there.
In fact, as I noted, one MIGHT actually be able to build around the GF Draconic Set, and personally, I see some ways to make the HR Draconic Set useful, as it is finally NOT overloaded with ArP.
Comparing it with Royal Guard, one loses about 1% Damage from Power, but one gets a bit more Defense out of it, a large chunk of additional Deflection, Recovery, and one gains 2 Overload Slots without having to keep refining Black Ice just to refuel the Armor, on top of what one might need for crafting Blackice Overload Enchants.
Edit: We all know that they are running metrics on which Itemsets are used. If Mod5 isn't bringing in yet another class or a new mechanic for something, I pretty much expect them to not only reiterate on the Rogue and Cleric, but also, at one point, revise the Armorsets. 2 Sets for GF have, in the past, gotten the hammer already.
HV, HP, RG and AoW are most likely already sitting on the cart, bound, while being ferried through a winter landscape, to a small fortress town on the border, where the chopping block awaits them.
With HV, they had a few 'bugs' happening around Mod3 Release, with it not properly stacking or triggering. Even if it was a bug, that meant valueable 'Metrics' for them.
